Make the Most of Tax-Free Shopping in Osaka
International visitors to Japan can enjoy Tax-Free Shopping by meeting certain eligibility requirements. Throughout Osaka, many department stores, shopping malls, brand boutiques, and other retailers offer tax-free services, allowing visitors to save money while shopping.
Until October 2026, most tax-free stores in Japan use the Point-of-Sale Tax Exemption system. By presenting your passport at the time of purchase, the consumption tax is deducted immediately, so you pay the tax-free price at checkout.
However, beginning November 1, 2026, Japan’s tax-free shopping system will change to the “Refund Method.”
Under the new system, shoppers will pay the full purchase price, including consumption tax, at the time of purchase. When leaving Japan, travelers must present the purchased goods to customs at the airport or seaport for inspection. After the goods are confirmed for export, the consumption tax will be refunded through the retailer or a designated refund service provider.
This change is intended to prevent fraudulent use of the tax-free system and to ensure that tax-free purchases are actually taken out of Japan before the refund is granted.
If you plan to visit Japan from November 2026 onward, be sure to understand the new procedure. Keep all purchase receipts and transaction records, and allow extra time at the airport before your departure to complete the refund process.
