Smoking Guide in Osaka City
Smoking regulations in Osaka City changed significantly on January 27, 2025. Smoking on streets, in parks, plazas, and other public outdoor spaces is now prohibited throughout the entire city. This applies not only to conventional cigarettes but also to heated tobacco products. Violators may be fined 1,000 yen.
Japan does not have a nationwide ban on outdoor smoking. However, cities such as Osaka, Tokyo, Kyoto, Yokohama, and Kobe have designated non-smoking zones in busy shopping districts, around major train stations, and at tourist attractions. In these areas, smokers must use designated smoking areas.
The smoking ban includes not only conventional cigarettes but also heated tobacco products such as IQOS, glo, and Ploom X. Regulations regarding nicotine-free electronic cigarettes (such as VAPE) vary depending on the municipality. In Osaka City, nicotine-free electronic cigarettes are not subject to the outdoor smoking ban.
In addition, smoking is generally prohibited inside restaurants and other indoor facilities. However, smoking is permitted in certain establishments that meet legal requirements, such as restaurants equipped with designated smoking rooms. Before entering a restaurant, look for signs such as “Smoking Allowed” or “Smoking Room Available” posted at the entrance.
